Notice on the Selection of Candidates for the 2019 Chinese Academy of Sciences and Chinese Academy of Engineering

According to the central government's work arrangements and requirements for improving and perfecting the academician system, the China Paper Association is responsible for the recommendation (nomination) of the candidates of the Chinese Academy of Sciences and the Chinese Academy of Engineering. In order to do a good job of recommending (nominating) candidates for academicians in 2019, according to the "Implementation Rules for the Candidates for the Selection of Academicians of the China Paper Association", the relevant matters are hereby notified as follows:
1. Selection channels and quotas
(1) Selection channels
The academician candidates recommended by the China Paper Association (nominated) are elected by the Board of Directors of the China Paper Association (three or more joint names), professional committees, group member units, and papermaking associations of provinces, autonomous regions, and municipalities directly under the Central Government. The application for the academician candidate is not accepted.
(2) Selection of places
The board of directors of the Institute (three or more joint names), professional committees, group member units, and paper-making associations of provinces, autonomous regions, and municipalities directly under the Central Government may elect one candidate in principle. All units should strictly adhere to the standards, rather than lack of abuse.
2. Standards and conditions for academicians candidates
Candidates for the selection of academicians of the National Association and the Provincial Association for Science and Technology should strictly implement the standards and conditions of the Chinese Academy of Sciences and the Chinese Academy of Engineering on academicians, as well as the requirements for candidates for academic group recommendation (nomination).
1. To make systematic, creative achievements and major contributions in the field of science and technology, to love the motherland, to learn the style, to have researchers, professors or scholars and experts of Chinese nationality, who can be recommended as candidates for academicians of the Chinese Academy of Sciences. The referee should be engaged in research in the natural sciences, technical sciences, and engineering sciences. Making great and creative achievements and contributions in engineering science and technology, loving the motherland, decent and well-educated, senior engineers, researchers, professors or experts with equivalent titles with Chinese nationality, can be nominated as academicians of Chinese Academy of Engineering people.
Chinese scholars and experts living in Hong Kong, Macao Special Administrative Region and Taiwan Province as well as overseas Chinese are not selected by the National Association and the Provincial Association for Science and Technology.
2. Academician candidates must not be over 65 years of age (born July 1, 1954 and later). Civil servants and leading cadres at or above the party and government organs managed by the Civil Service Law are not candidates in principle. Military administrative officers are not candidates for academician of the Chinese Academy of Engineering (except for technical positions).
Third, the selection and work requirements and description
1. All units must strengthen their sense of discipline with a high degree of political responsibility, and high standards require strict selection and selection. In the work, we should adhere to academic orientation, adhere to objective and fair, adhere to expert leadership, and ensure credibility.
2. All units should take the selection work as an important measure and grasp of the organization to discover talents, recommend talents, and gather talents, expand their horizons, take the initiative, and actively carry out the selection of academicians candidates in conjunction with the academician recommendation (nomination) channel, and widely select outstanding candidates. Science and technology workers are candidates for academicians.
3. All units shall carry out the selection work in strict accordance with the relevant provisions of the “Implementation Rules for the Candidates for the Selection of Academicians of the China Paper Association†(Annex 1).
4. The elected academician candidates shall be organized by the recommendation unit for 3 or more experts with positive professional titles in the subject to be evaluated and approved by all experts.
Fourth, submit the material content and requirements
(1) Candidate materials
The selected unit shall provide the paper and electronic documents of the candidate materials according to the requirements of the Chinese Academy of Sciences and the Chinese Academy of Engineering. All materials submitted shall not involve state secrets. There are indeed confidential materials that cannot be evaded, and are implemented in accordance with the relevant national secrecy regulations and the “Measures for the Evaluation and Management of the Secret Materials of Academicians of the Chinese Academy of Sciences†and the “Secrecy Provisions for the Academician of the Chinese Academy of Engineeringâ€. Send; among them, candidates for the academician of the Chinese Academy of Sciences shall not submit confidential grade materials or above. If the material violates the confidentiality requirements, the candidate's recommended (nomination) qualification will be cancelled.
1. Academician candidate materials of the Chinese Academy of Sciences
(1) 9 copies of the "Chinese Academy of Sciences Academician Candidate Recommendation (recommended by academic groups)", including 4 originals;
(2) 9 copies of papers in Annex 1 of the Attached Materials of the Chinese Academy of Sciences (hereinafter referred to as “Attachment Materialsâ€), including 4 originals;
(3) 1 set of paper parts from Annex 1 to Annex 6 of the Attachment Materials;
(4) 2 Confirmation Letters on the Authenticity of Materials (provided by the material supplier);
(5) 2 copies of the “Certificate of Confidentiality Examination of Attachment Materials†(issued by the unit of the recommended person);
(6) 1 CD-ROM, the contents of which are the word format electronic documents of Annex 1 of the "Recommendation Book" and "Attachment Materials" and the pdf format electronic files of Annex 2 to Annex 6 of the "Attachment Materials" (the file size should not exceed 50 megabytes) ).

(7) 1 piece of paper quality in the peer expert review form (see Annex 2).
2. Academician candidate materials of the Chinese Academy of Engineering
(1) 11 paper copies of the Nomination of the Academician of the Chinese Academy of Engineering (nominated by the China Association for Science and Technology) (hereinafter referred to as the “Nomination Bookâ€), of which 7 were originals. The original is signed by the candidate, and the unit where the candidate is located is responsible for reviewing and affixing the official seal of the unit.
(2) Attachment materials: 1 set of the winners of the important science and technology awards certificate certificate (no more than 6 items); 1 set of proof materials and other proofs of the implemented invention patent certificate and its implementation (no more than 6 items) Representative papers and works and review originals or copies of materials such as one set (no more than 10 articles, volumes); original or photocopy of important achievements in engineering design, construction, operation and management (no more than 5 articles, Book); 1 copy of the candidate ID card.
(3) One CD-ROM, the content is the mdb format data file generated by the Chinese Academy of Engineering academician candidate nomination system, the word format "nomination book" and the electronic material of the attachment materials, and does not receive other storage media such as U disk, mobile hard disk.

(4) Two copies of the “Nomination Book†and the confidentiality examination certificate of the attached materials and the description of the scope of use (issued by the unit where the candidate is located).
(5) 1 piece of paper quality for the peer expert review form (see Annex 2 for the format).
(2) Material requirements for submission
1. All selected work materials and candidate materials shall be submitted by the selected unit, and the candidate shall be declined to submit the materials.
2. The materials must be submitted in full, and all paper materials must be consistent with the corresponding electronic documents. If the selected work materials are missing or incomplete, the candidate materials submitted will be invalid.
3. Please submit the materials before February 13, 2019, and the deadline will be invalid. If you submit it by post, please mail it by courier. The time will be sent by local postmark.
