4. There is no prevention and treatment facility in the workshop, no EIA approval procedures, no discharge permit, and it is a “scattering pollution†enterprise.
According to the landlord Liu Laowu, the person in charge of the factory is Zhang Baifa, a Sichuanese. Before law enforcement officers entered the hospital, Zhang Baifa and the workers had fled from the side.

2. Further implement the responsibility of grid-based supervision, and carry out a comprehensive investigation of the “scattering and pollution†enterprises in the jurisdiction, and it is strictly forbidden to rebound from “scattering and pollution†enterprises.
This incident also enabled the Anxin County government to strengthen environmental protection investigations.
